RULES FOR THE FEDERATION 2025

Introduction
Non-player Characters or NPCs can be played by any of the Federation Staff. NPCs are the backbone of every starship or starbase within the Galaxy of The Federation. NPC's are considered no different then the Player Characters within the realm of The Federation. Player Characters should evaluate NPC's the same way they would any Player Character within the context of the FED Universe. This allows for a greater feeling of immersion. NPC's bios and attributes are the same as Player Characters. NPC's can also be promoted with same frequency as Player Characters. The only real difference between NPCs and Player Characters are that NPC's can be only played by members of the Staff Team, and Player Characters can be played by anyone.
NPCs Are Tools
Players in other SIMS had the freedom to use as many NPCs as they wanted during their stories and supplemented their player characters accordingly as to how they saw fit. However, NPCs here in The Federation have been used to test Player Characters or PCs during our Sim Tests, and Main Storyline. When PCs do not have access to fully controlling NPCs they have to rely upon their own PC's skills and commandeering. NPC's in this role-playing environment may not do their job well, they might even cause more negative issues. By not being in control of the NPC's the Player Character just as in real life must work with the NPC to coordinate and fix the challenges that they face. NPCs are much more dynamic by being independently controlled and embody a more realistic feeling because of this adaptation.
NPCs Are Mortal
NPC's same as Player Characters' can die in Sim Tests, or Major Storylines. This has always been an element of Star Trek and the risk of death is no stranger in the Federation. NPCs will die much more often then PCs. Obviously most Players would not want their Player Character to die but again the risk factor helps to incentivize the players to really immerse themselves within the story, and to diligently work with the NPCs and other Player Characters collectively to ensure their own survival.
NPC Rules
- Only members of the Federation Staff team can play or control NPCs
- Federation Staff Team NPCs are not allowed to aid or assist their Player Characters in Any Manner
- DM, or Staff Officers should notify via pm Players in the event of rendering their PCs Incapacitated or Killed
- Player Characters should exude Star Trek vibe wearing uniforms or be approximately dressed for time period attire
- NPCs Avatars should exude Star Trek vibe wearing uniforms or be approximately dressed for time period attire
Player Character Rules
- FED Starship must have 3 Player characters that play the Chief Officers for the main departments (Science, Engineering, Security, (Med Optional) Player Characters will need to state what they are "attempting" to do each posting round. The Starship can be filled with more player characters however 4 Players must play the main bridge officers.
- The Player who is the designated captain needs to name his 2nd in command or number 1 personally, and the chosen player character must accept the position for it to be valid.
- Players do not control the results of encounters... the designated DM or Dungeon Master (or available Staff Officer) will report scan information, successful hits, communication from alien beings, Starfleet Command orders, and ships destroyed.
- Players will increase collectively in overall efficiency over time due to the number of successful missions. This is also done gradually by players intelligently roleplaying utilizing tools, performing actions at stations, going to the correct decks to perform maintenance. Cadets are able to change their Banners but it is against policy for Cadets to change their signatures until they graduate from SFA.
- Players are encouraged while seeking new life and civilizations and work together aboard their starship to solve problems and to strategize. This is the core essence of Star Trek developing chemistry with your player officers will be very crucial to success.
- Players can be killed during missions this will be decided by the DM. In which case the Player Character would not be able to continue with killed player during the ongoing story. The player can create a new character which would be given Ensign Rank.
- This series will NOT follow cannon. This means ANYTHING can happen, even to iconic characters if the Player Characters actions or non action dictate it. Be sure to read Bio's of all characters and find out what has occurred in the new FED Timeline.
- Captains will over a period of time be given command of higher grade Starships depending on their cumulative successes or failures. To gain a ship you must first be promoted by Starfleet Command (FED Staff) to the rank of Commander, or Captain. However, you must have at least 3 Player Characters in order to leave space dock.
- Individual Decks could have problems such as fires, or maintenance issues. These problems can escalate during dangerous encounters. Captains will need to carefully designate how they will utilize their Chief officers and as well as what commands they give to NPCS.
- All NPC's are played by FED Staff. Morale will also play a factor in how well the starship you are apart of is efficient. Maintaining positive Morale will allow your ship to perform closer to optimal level and may be the difference between being victorious during an aggressive engagement, or suffering a catastrophic loss.
- Being a Captain now has much more weight of responsibility then before because your mistakes could cost you and or other player characters their lives. Monitor your Crew complement... protecting the number of souls aboard your ship is your most important responsibility. Too much continual loss of life during missions could result in your player being relieved of command. Choose your decisions wisely.
